Have your vet check her out, make sure she’s healthy…Then switch to a higher quality/higher quality food & increase her food intake a little bit. I used Pro-Plan Performance to put weight on my lean boy.
See if it may be a health problem first. Second charge her to a better diet.. no by-products, corn, wheat, artificial preservatives.. no Mystery Meat. Get Natural Balance, Solid Gold, Wellness, Nutro Ultra.. etc. They have better protein sources & not much for fillers!
Exercising her more will make her gain more muscle which will help more in gaining weight.
I know some show breeders feed dogs a special diet called “satin balls” before a show to make them gain a little weight. It works fast & really does make a dog gain weight. You can make it yourself just research a bit on it. We like to use it on emaciated shelter dogs we get.
Try & feed a high quality dog food like Wellness, Solid Gold, Inova. Feed more then 2 times a day adding a noon meal. You can top the kibble with cottage cheese for extra calories. Aslo you can supplement the kibble with canned dog food as well.
Make sure you also have a current fecal done to make sure there are no parasites keeping her from gaining weight.
Assuming a good quality diet in adequate amounts, Some 3 year olds just eat what they need for maintenance. That is a good thing. The problem may arise if the dog is eating too much but not gaining or loosing weight. In that case a GI work up is needed as there are a million rerasons for such a problem. Weigh the dog weekly & give all the food she wants of a good quality name brand. If the weight stays stable, all is well. If it goes down, see a vet that can do a complete GI evaluation.

Generally, if you can easily feel her ribs but not see them she is probably just fine. Though some dogs that maintain a higher activity level are leaner then others.
